The site is located behind the House of Fraser department store and is close to Westminster Cathedral. It was previously occupied as a part retail, part office building owned by House of Fraser and was bought by the developers in December 2006.

The site has since been redeveloped with a new 8 storey building providing 130,000 square feet of office space and 2,000 square feet of retail over 6 storeys and 23 private apartments on the 7th and 8th storeys

Octavia has acquired 3 x 1-bed flats for shared ownership, and 4 x 2-bed flats and 3 x 3-bed flats for social rent.  The affordable flats have a separate main entrance door onto Howick Place

The whole development is served by a Combined Heat and Power Unit which provides heating and hot water to the flats; there are pre-payment meters in each of the affordable units.
